The Air Force Fitness Management System II (AFFMS II) is a tool used by every uniformed airman that generates fitness reports necessary for a variety of critical functions. Skylight, in close collaboration with BESPIN (Business Enterprise Systems Product INnovation), redesigned one of the most frustrating and most used AFFMS II pages to make it easier for airmen to access fitness reports.
AFFMS II, used by every uniformed airman, records fitness assessment results to ensure that airmen are fit for duty. At any moment, airmen need to be able to perform physically-demanding activities, from hasty vehicle recoveries to casualty evacuations. AFFMS II generates reports that airmen can view and download to include as supporting documentation for requests, award packages, etc. Most of the 500,000+ airmen need to access this site 3–5 times a year.
As the Air Force Manual 36-2905 states:
Every uniformed airman should be physically fit, regardless of age, gender, or duty assignment. Physical fitness directly and positively impacts health, general fitness, duty performance, and mission readiness.
The physical fitness assessment results generated by AFFMS II are used for a variety of critical functions. They’re referenced when airmen are considered for certain awards or promotions, and are routinely included in Officer and Enlisted Performance Reviews (OPRs, EPRs). Airmen who get “unsatisfactory” scores on their fitness assessments can’t be deployed. Some base commanders even ask for assessment reports before granting leave. In sum: It’s essential that airmen are able to effectively use AFFMS II on a regular basis.
However, usability of the site left much to be desired. To get a simple report downloaded, airmen had to make multiple frustrating attempts, wasting huge amounts of their time. The link to access their fitness reports was buried six tabs deep into a menu that would disappear if you accidentally moved your cursor off one of the tabs. The user experience of AFFMS II was so bad that airmen vented their frustration by creating memes on social media. Airmen joked that using the menu was proof they had hands steady enough to be a surgeon. To put it mildly, airmen had to exercise a little patience using AFFMS II. While airmen shared work-arounds to access their reports online, including using specific browsers or browser developer tools to access hidden links, this wasn’t sustainable by any means.
The effort to improve the user experience of AFFMS II began after complaints and frustrations from airmen caught the attention of the Chief Master Sergeant of the Air Force (the highest enlisted level of leadership in the Air Force).
The U.S Air Force engaged Skylight to assist with improving the user experience of AFFMS II — a natural fit given our ongoing experience working with and establishing a Design Studio for BESPIN.
Even though the airmen on our team were regular users of AFFMS II, we wanted to take into account a diversity of user experiences. We conducted preliminary interviews with a variety of personnel at BESPIN, ensuring we covered a spectrum of ranks (officers and enlisted) and job functions. We also conducted desk research by looking at posts and comments on social media platforms like Reddit.
Based on this research, our team conducted the following activities:
- Quickly created wireframes
- Tested different content and layouts with airmen, and iterated as necessary
- Used the wireframes to start learning the code base, surfacing the data necessary to implement the wireframes, and got familiar with existing deployment processes
- Once the wireframes were finalized, created and tested visual designs with a diverse group of airmen
- Leveraged the U.S. Web Design System to accelerate front-end development, ensure browser compatibility, and use accessible components
Our user-centered and iterative process allowed us to deliver an improved AFFMS II, featuring a single page with clear data and most-used actions to help airmen seamlessly view and download fitness reports. This new interface saves airmen time, eliminates frustration, and offers an informative and beautiful experience.
Airmen have responded well to the updated AFFMS II. As one airman noted:

This project was also successful from an airman-enablement perspective. The team and effort was led by airmen from BESPIN, with the Skylight team providing UX design, front-end development, and delivery management support.
Given that 500,000+ airmen use AFFMS II, this project had high visibility in the Air Force all the way up to top leadership. In December 2020, Air Force Chief of Staff Gen. Charles Q Brown Jr released the “CSAF Action Orders to Accelerate Change Across the Air Force.” Action Order A describes a people-first approach, which means identifying airmen needs and reviewing personnel and talent management systems to meet the identified needs. Changes to the usability of AFFMS II help deliver on that process, and signal to the troops that Air Force leadership cares about the airman experience.
Until the redesign of AFFMS II, the entire Air Force struggled for years to access critical fitness assessment reports. With the new AFFMS II, they now have an easy-to-use tool that improves their quality of life so they can focus on the hard work of keeping our nation secure.
