This article is for the thousands of public servants who don’t seek the limelight, who are rarely mentioned in the news, and who keep the ship of state fully rigged and under sail.
It’s easy to malign government program managers, CIOs, and CTOs as “Washington Bureaucrats,” because it’s much easier to see their failures than to appreciate their successes. Washington rarely publishes stories about agencies not having a data breach, or an upgrade to a government system succeeding with no disruption.
But every one of those people is doing something that Congress, as the elected representatives of the people, asked them to do.
Let’s consider for a minute their jobs in 2018. Most of these people are smart, but they’re busy. They may have families. Their jobs may be burdened by regulation in ways that those of information workers in the business world aren’t. Their workplaces may have accumulated years of “technical debt” — that is, years of underinvestment in technology or simply process change.
But even more deeply, imagine how their job has changed since 1968, 1988, or 2008.

Increased violent weather due to global warming. Sophisticated phishing attacks based on stolen data. Increased dependence of all machines on computers and the internet. Serving a public that expects forms to be online. Fairly serving a public that largely has smartphones, while a major percentage remains unconnected. Hackers attacking power plants, phones, and household appliances.|
In fact, in 2018 many government programs must now plan for things that are completely new to them:
- Information is now transmitted to smartphones.
- More physical objects than ever before are computerized and connected via the Internet of Things.
- Anything that can be hacked, will be hacked.
- New technologies, which seem to require an advanced degree just to understand, represent opportunities and risks for the public servant.
What’s a poor public servant to do?
Here are our recommendations.
Read deeply and broadly
One helpful technique that’s sometimes valuable is to subscribe to a magazine, but just for one year. For example, about every five years I subscribe to “Sky and Telescope.” This way, I can quickly recover some basics about the state-of-the-art of amateur astronomy. However, I can’t afford and don’t have the time to read a journal in every subject that I’m interested in.
When we worked together in government, Noah Kunin read all of the Federal Acquisition Regulation (FAR), and all of the official guidance related to it and cybersecurity. He was possibly the only person to ever have done so. This allowed him to discern that which was merely customary from that which was actually regulated, and often there was a surprisingly vast difference between them.
Make 10% of your learning skill-based
This seems to require a lot of effort. For example, suppose you want to learn about the Internet of Things. You should read a lot about this. But after you’ve spent 20 hours reading about it, you really should spend 2 hours doing it. It isn’t obvious how to do this, and technologists such as ourselves should make it easier.
Here’s what I mean: You need to go to a “maker space,” or a conference, or a hackathon, and try to actually use a non-computer device that’s radio connected to the internet. For example, this can be done with a microcontroller and various printed circuit boards you can plug onto them for about $35. You can make something as simple as a remote temperature sensor.
Now, to those of you who don’t know anyone who can explain this to them, it may sound impossible. You might not know where to begin. You wouldn’t know whom to ask. However, if you aren’t too shy, you can eventually use Google to find people who will eagerly — sometimes very eagerly — lead you to what you need to do.
However, I assure you the benefits will be tremendous. Suddenly, a veil will be lifted from everything that you’ve read. Your mind will constantly be saying, “Oh, I see now, that article about the IoT is just like what I’m doing here, only using longer-range radios, or custom boards, or controlling more stuff.” The next time you’re in discussions with a contractor, you’ll be better able to ask intelligent questions, like “Why can’t this be done with just an Arduino Nano and Bluetooth LE?”
Another, perhaps easier example, is 3D printing. 3D printing is revolutionary. However, when it’s first described, it’s hard to understand not what it does, but what its limitations are. “You mean this machine can literally make any shape I want?” “YES!” “You mean I can 3D print a motorcycle?” “Well no, today we can’t print metal, and we can’t print electronics, and we can’t print anything bigger than 10 inches on a side, and making a part even that big can take 48 hours, and our plastics melt at a low temperature,” and so on. Spending an afternoon using a 3D printer illuminates its limitations far better than an afternoon of reading about it.
More fundamental than these examples in 2018 is simply computer programming. Everyone should learn to code, even if only for a weekend. The improvement in your understanding and your ability to ask intelligent questions will astound you. In 2018, everyone needs to learn “Reading, writing, arithmetic — and coding.” You don’t need to become good enough at coding to be a professional. But if your job is to work with professionals programmers, you’ll earn their respect by being able to program at least a little.
If you learn just a tiny bit of computer programming, light bulbs will start going on over your head — I promise. Please, put some money down on it by spending a day or two learning to code a little; if you find it wasted time, you’ll have my sincere apology.
Cultivate human knowledge resources
Some things are better learned from a person than from a book. It’s valuable to read a lot in order to be able to ask intelligent questions. But there comes a point when any intelligent reader is going to have “Why doesn’t…” and “What if…” questions, the answers to which may be buried in the books and articles you read, but may be hard to find.
This is where a human expert is really helpful. When you ask a question which demonstrates confusion, they can quickly lead you to the light. If you’ve spent nine hours reading, it’s probably time for you to spend one hour at a meetup, a conference, or with some expert you can buttonhole.
Among the best ways to do this is to attend a hackathon, where you join a team doing a real (though very small) project. You may have to carry water; don’t worry — you’ll still be welcome, except by the small percentage of people who are extremely competitive. If that seems like too big a leap, find a relevant “meetup” in your area and attend that.
Be skeptical but not jaded
As in all human endeavors, there are fashion trends and fads. At any given moment, there are words and concepts hyped beyond reality. “Blockchain” and “Artificial Intelligence” are such words at the time of this writing. It’s wise to take claims with a grain of salt.
Recently my study partner and I considered quantum computing. I personally felt that quantum computing was such a fad — that it was overhyped, or possibly even simple snake oil. In response to that, we bought a textbook and started working through some of the problems, and our position shifted. We now believe quantum computing will probably (though not definitely) be important — 20 years from now.
Spend a little time — often just a few hours is sufficient — doing the math, and enlightenment will follow.
The antidote to snake oil is elbow grease.
Learn to diagram more
I can’t think without a pen in my hand. When I worked as a Fed, I was surprised that I was often the only person eager to go to the whiteboard. I don’t know why this is. Knowledge workers must have good language skills, but not exclusively language skills.
Processes are hard to understand without diagrams. You can find some rich discussion on “The Feynman Technique” on the internet, which boils down to “Make sure you can explain the idea in simple language to a child.” I’d amend this, however, to say “Make sure you can draw a diagram of this that you can explain to an executive.”
Force of habit and lack of knowing how to begin prevent you, the hard working public servant, from following these suggestions. I hope I’ve convinced you, however, that the return on investment for your time will be tremendous if you follow these simple five suggestions.
